The regions of Västernorrland, Västerbotten, and Ostrobothnia rank among the most competitive in Europe for investments in several energy-intensive industries and net-zero technologies. As such they have a unique opportunity to become pioneering powerhouses of industrial renewal, building on comparative advantages in renewable energy production, existing industrial ecosystems, location, and knowledge. By succeeding they can help secure substantial economic benefits to the regions, while helping the EU become greener, more competitive and more self-reliant. However, their competitiveness is expected to decrease in coming years. How do Kvarken make the best use of its advantages while they last?
