Såhkie Umeå sameförening bjuder in kulturaktörer i Sápmi och arktiska länder, internationella och urfolksexperter, samiska kulturorganisationer och kulturarbetare, statliga myndigheter, politiker, tjänstemän, forskare och yrkesverksamma samt medborgare med intresse för det samiska samhället. Detta möte (på engelska) fortsätter att bidra till framtiden för samiska kulturella rättigheter med det 5:e samiska kulturpolitiska toppmötet 2024.

Såhkie Umeå Sámi Association invites cultural actors in Sápmi and Arctic countries, international and indigenous experts, Sami culture organizations and artists, government agencies, politicians, civil servants, researchers, and professionals as well as citizens with an interest in the Sami community. This meeting (in English) continues to contribute to the future of Sámi cultural rights with the 5th Sami Culture Policy Summit 2024. 

MÅL

Det 5:e toppmötet vill problematisera och utforska effekter av storskaliga kulturprojekt, European Capital of Culture and Arctic Arts Summit, från ett urfolksperspektiv. Att lyfta fram framsteg, juridiska grunder och utmaningar, syftar toppmötet till att stärka demokratisk utveckling och den samiska kulturpolitiken i Sápmi. Genom att utbyta erfarenheter och kritiskt granska effekter, för- och nackdelar med det samiska temat i kulturhuvudstädernas program samt deltagande i the Arctic Arts Summit - Vad kan det betyda för betydelsen av social utveckling och demokrati som såväl som för den samiska befolkningen på kort och lång termin? 

GOAL

The 5th Summit want to problematize and explore the effects of large-scale cultural projects, European Capital of Culture and Arctic Arts Summit, from an indigenous perspective. Highlighting progress, legal grounds and challenges, the Summit aims to strengthening democracy and the Sámi culture policies in Sápmi. By exchanging experiences and critically examine the effects, the pros and cons of the Sami theme in the capitals of culture's program as well as participation in the Arctic Arts Summit - What can it mean for the importance of social development and democracy as well as for the Sami population in the short and long term?

 

INTRODUKTION

2014 var Ubmeje/Umeå Europas kulturhuvudstad. 2024 är det Bådåddjo/Buvvda/Bodøs tur. År 2026 Uleåborg/Uleåborg. Giron/Kiruna är kandidat för 2029. Alla har haft eller kommer att ha ett starkt samiskt tema i sitt projekt. Toppmötet undersöker de övergripande frågorna: Vad betyder kulturhuvudstadsprojekten för samer kultur och för samerna att bo och arbeta på en plats/ region utsedd till kulturhuvudstad? På vilket sätt är förutsättningarna för den samiska kultursektorn och samiska kulturarbetare drabbade? Vad kan Arctic Arts Toppmöte (AAS) i Sápmi 2025/2026, och framåt, menar för utvecklingen av den samiska och arktiska kulturen sektor.

INTRODUCTION

In 2014, Ubmeje/Umeå was Europe's capital of culture. In 2024, it is Bådåddjo/Buvvda/Bodø's turn. In 2026 Oulu/Uleåborg. Giron/Kiruna is candidate for 2029. All have had or will have a strong Sami theme in their projects. The Summit examines the overall questions: What do the capital of culture projects mean for Sami culture and for the Sami to live and work in a place/ region designated as a capital of culture? In what way are the conditions for the Sami cultural sector and Sami cultural workers affected? What can the Arctic Arts Summit (AAS) in Sápmi 2025/2026, and forward, mean for the development f the Sami and Arctic cultural sector.

HISTORIA/BAKGRUND

Det första samiska kulturpolitiska toppmötet 2019 arrangerades av Såhkie – Umeå sameförening. Toppmötena 2020, 2021 och 2022 genomfördes av Viermie-K. Det 5:e samiska kulturpolitiska toppmötet arrangeras av Såhkie i samarbete med Viermie K samt Arctic Arts Summit. Viermie K är ett samiskt kulturpolitiskt nätverk som arbetar med att stärka det professionella kulturlivet på den svenska sidan av Sápmi. Nätverket grundades i 2019 av Aejlies, Giron Sámi Teáhter, Sameföreningen i Stockholm, Stiftelsen Gaaltije, Såhkie – Umeå sameförening och Tjallegoahte. Syftet är att öka förståelsen och arbeta för att säkerställa att hela den samiska kulturella infrastrukturen är stärkt på lokal, regional och nationell nivå, genom samarbete med Sametinget i kulturpolitikiska frågor, och genom att agera som dialogpartner med aktörer inom både de samiska och svenska kulturella världarna.

HISTORY/BACKGROUND

The 1st Sami Cultural Political Summit in 2019 was arranged by Såhkie – Umeå Sami association. The 2020, 2021 and 2022 summits were conducted by Viermie-K. The 5th Sami Cultural Policy Summit is conducted by Såhkie in collaboration with Viermie K and Arctic Arts Summit. Viermie K is a Sami cultural political network that works to strengthen the professional cultural life on the Swedish side of Sápmi. The network was founded in 2019 by Aejlies, Giron Sámi Teáhter, the Sami Association in Stockholm, Gaaltije foundation, Såhkie – Umeå Sami Association and Tjállegoahte. The aim is to increase understanding and work to ensure that the entire Sami cultural infrastructure is strengthened at local, regional, and national level, through cooperation with the Sami Parliament in matters of cultural policy, and by acting as a dialogue partner with actors within both the Sami and Swedish cultural worlds.
